I tend to think this is closer to maybe level 24 than the level 21 I currently see it at (March 2025) due to the spread of vocabulary and the grammatical complexity of the sentences. That said, I listened to the audiobook with no text (or pictures, which I believe this book has) and I mostly read books level 30+ so grain of salt on my thoughts there.
I think for a kid's book this has a fun plot and if you're a beginner will introduce you to a small but useful set of science vocabulary.


Fantasy accessible to lower levels
Entertainment: A talkative girl looks for a dragon, and he is depressed. I won't spoil the plot, because there isn't much to the story itself. I was surprised by the ending, but otherwise, the plot was pretty straight forward. The characters are what you would expect from a short middle-grade chapter book. It's whimsical in a way only an old person writing for children can capture. Unfortunately, the stakes, despite being literally 'the whole world', fail to create any suspense.
Language learning: The grammar is simple and the words used are pretty standard. There is some furigana, but not too much. If this isn't your first book, you will probably be fine. It is short enough that even if you read slowly, you can still finish in about a month or two. Intermediate learners can read it in a week, and some advanced learners could probably read it in a day or two.
And honestly, I don't think the book is worth more than a week of reading.
