This is my least favorite JoJo Part. I thought Joseph was really obnoxious for most of the story. Language wise, Joseph and the secondary male main character speak in a really anime typical almost slang way. The explanations for some of the fights are pretty roundabout and confusing at times. If you're reading for the sake of practicing Japanese, I think there's better materials out there.
As far as content goes, this Part is set right before World War, so there are nazis. Reoccurring. If you don't like them and particularly don't like them working with the protagonists, then you might want to skip this Part. All the Parts can be independently understood from each other. You just miss Easter eggs and some reoccurring characters.
