This was a lot harder than you'd expect for a two-page story about a duck trying to style his hair, but it was written in the 1920's and has very archaic language with some kana that don't even exist anymore so it was hard to really look up what was being said.
I looked up a couple versions on youtube and it was still kind of hard since my listening isn't great, but this version was very cute and had actual pictures to go with the story and I was finally able to get the gag:
