Lots of Fun!
This volume of the series was markedly easier than the first two - it felt way more like extensive than intensive reading to me, as I was probably looking up 6 words per page on average (keeping in mind I haven't been SRSing unknown vocab) and knew most of the grammar. In general, I would say an N3 grammar level is sufficient to read Tearmoon Empire - it's not that bad grammatically, as there are only a smattering of N2 and N1 grammar points, such as である, which is used every other sentence, since it's the literary form of です.
Content-wise, this is one of my favorites of the entire series (my favorite being volume 7, which blows the usual awesomeness out of the water), and the humor is as on point as the twists, turns, and misunderstandings of the plot. In all seriousness, though, I tell everyone I know about this series - it's that good. 10/10 recommend if you want to improve your grasp on Japanese while reading a super fun series! Pro tip: The light novels are adapted from the web novel version, on syosetsu, which is still updated regularly, so no money needed to read this!
