One of those mangas Minekura-sensei didn't finish even though she's trying
Note that this edition has new covers for the old manga (when sensei came back from the hiatus there was a reprint).
Learning
Meaning that the scan quality is not as good as you'd expect from the cover. It's full-furigana, but it's sometimes hard to see and parsing the occasional white-on-black is a struggle.
Plot-wise
We get to see gambling, drugs, a bit of yakuza life, some sex workers and a couple of murders here and there, but pinpointing the genre is not my strong suit.
Having read this manga many years ago, I'd say it's BL in a dark-ish criminal world? Minekura-sensei has a theme in all her mangas - cool (and jaded/broken) characters holding on to their philosophy/esthetics in a dark world. This is one of such works.
The first volume is just setting up the stage. We get to (not really) know what kind of person Kubota Makoto is, how easy he's with crime and how dark the world feels. Main characters meet (does this even count as meeting?) in the very end of the volume.
