An interesting extra to the series
This is essentially a special (non-canon?) episode of the Cardcaptor Sakura anime series, which assumes the viewer is familiar with the story and characters from the first half of the Clow Card arc, so it should be watched as extra content for the anime rather than as an entry point to or summary of the series.
