Well it's way better than the first one.
Most of the plot revolves around Luna and a human she falls for after he saved her from being hit by a car. The rest of the characters, including Usagi, take a back seat to this main plot. As a Uranus/Neptune fan there was not nearly enough outer senshi screentime, especially since they were introduced in this season, but such is life. The biggest issue that this, and really most anime movies have is that nothing is going to change in the movies, so the
