This is a Spanish phenomenon and a huge box office hit. And that is the only reason I watched it. Ugh.
The title character is a dark, spanishified caricature of the macho american supercop from movies like dirty harry, cobra, etc, etc, etc. He's purposely awful and we're meant to laugh at him not with him. There is technically a plot dealing with him trying to break up a drug ring, but it's secondary to giving him endless opportunities to be awful.
Maybe in 1998 I would have found this fun
