This bridge textbook is okay if you want some bridge to Tobira. There are a few points I want to mention, so let's break it down.
First, the difficulty of this book is not too difficult. I think the reading level starts at about the middle of Genki 2. However, there will be some tough grammar/words so it might throw you a bit off. Also, there's no translation in this book (my version has my native language in the back, but I think it's not that useful). So, this book will make you study more in Japanese and try to rely on your ability of understanding instead of going for translation for confirmation.
Second, the difficulty curve in this book is pretty sharp. I have a hard time tackle later reading and spends more and more time as chapters pass. This might be a good point if you want to jump right in Tobira and don't feel too overwhelmed. However, for me, I think the curve is a bit too steep.
Finally, I think the reading is way too short. You won't see a reading longer than 15 lines. This makes you have little clue to patch up the information in case you miss some vocab. Also, it makes longer sentences really hard to tackle, since it doesn't offer much information after that.
