I honestly didn't get this at all despite following the language/grammar without too much effort. I ended up googling around and found this explanation which helped a lot: https://ii-hon.com/sarukanigassen/ Basically - there is a folktale that this is playing off of and if you don't know it this will feel very random and odd. In any case, once that slotted into place it made a lot more sense. It felt like a very cynical, maybe even sarcastic parody? I can't say I enjoyed it but it was certainly interesting.
