It's a very character-drama heavy story set in an apartment building full of people with issues. There are a handful of fantasy/weird elements, but I would not call it a "fantasy" or "supernatural" story. In general, I found it a quite uncomfortable, somewhat unpleasant read - but in a good way. It's broken up into four distinct stories, and I had a bit of trouble getting back into it after each one ended, but probably not a problem for most people.
The characters are all pretty flawed, not necessarily nice people, but easy to sympathise with. It was good, but I don't know that I want to read any more of the series.
Difficultywise, it has very little uncommon vocabulary, but the author's writing style is more dense and complex than the average light novel. Wouldn't call it difficult at all though.
